En atención a que el C. Capitán 1º de Infantería Carlos Guerrero Ruiz Esparza ha servido. En el Ejercito Nacional durante y con fundamento en lo prevenido en el articulo 622 de la Ordenanza General del Ejercito, en nombre de la Nación agradeciendo, para que le sirva como timbre de orgullo por los servicios prestados a ella, y para resguardo de sus derechos, le expide la presente. En tal virtud, la Secretaría de la Defensa Nacional ordenará que se tomada razón de la presente, para los efectos que correspondan; quedando el interesado en posesión de los derechos y con las obligaciones que las Leyes y Reglamentos Militares le fijen. Estará en posesión de estos derechos, mientras no incurra en alguna de las causas de extinción consignadas en el articulo 45º de la Ley de Retiros y Pensiones del Ejercito, en vigor. He was one of the founders of the Anti-reelection Party in 1909. He was Chief of Major State during Francisco I. Madero’s first campaign and in the administration of Antonio I. He lost an eye and was made prisoner during the Battle of Casas Grandes. Due to the agreements between Emiliano Zapata and Ignacio I. Madero made in Cuautla on august 18, 1911, Hay was chosen to be provisional major of the state of Morelos, however, General Victoriano Huerta and the interim government of President de la Barra didn’t respect the agreement so Eduardo Hay could never be a governor. He was one the most active participants in the Convention of Aguascalientes and also a member of the Congress of the Union from 1912 to 1914.
